[publictransport] Confused driver?

Hi all,

Just read this comment by accordion on the BV forums. I've contacted the 
person and asked if they would like assistance following this up.

Now - are the peak hour bans on Connex and V/Line still in effect until 
the review process is complete or are they repealed until the review 
process is complete?

Can this be clarified or was the train driver just confused or misinformed?
