[publictransport] dogs on trains

At the same time as the bike ban was introduced, dogs were banned from 
V/Line trains.  Used to be able to carry them in the luggage van in a box 
or cage.

Consequently I had to borrow a ute and drive to Wangaratta this Easter. 
One more car.
